Ukraine-Russia war latest: Zelensky condemns housing of weapons in civilian area after Russian strike kills 10

President Volodymyr Zelensky has said officials who allowed weapons warehouses to operate in a residential area outside Kyiv where explosions killed 10 people had been identified and would be held accountable. A Russian strike this week on the small town of Vyshneve on Kyiv's western outskirts ⁠hit a warehouse housing ​arms, ⁠setting off a series of secondary explosions damaging hundreds of houses. An investigation has since established which officials had authorised use of the warehouse. "This was a ‌direct violation of both the ‌law and a decision of the Supreme Commander-in-Chief's staff," Zelensky said. "The responsible officials have been identified and ⁠the state's position is that each of them must be held accountable. It comes as Zelensky said Ukraine needs its allies to ensure weapons supplies are provided more promptly, after Russian Missile and drone attacks kill eight people and injure dozens more. Speaking in his nightly video address he said: "I am preparing changes in Ukraine's diplomatic efforts. We need a new level of cooperation ​with our partners ⁠to ensure that agreements on arms supplies are fulfilled. "Agreements reached by national leaders must be implemented much more quickly and completely." Mr Zelensky said an investigation by the Ukrainian Security Service had established which officials within the state weapons producer Ukroboronprom had authorised use of the warehouse in Vyshneve. "This was a ‌direct violation of both the ‌law and a decision of the Supreme Commander-in-Chief's staff," he said. "The responsible officials have been identified and ⁠the state's position is that each of them must be held accountable. "Without identifying those accused, Zelenskiy said the heads of two state-owned enterprises had operated in violation of the law and of decisions taken by Ukraine's military. Other officials who may have contributed to decisions would also be investigated," he said. "Every enterprise manager ⁠must ensure that such tragedies are ⁠never repeated," he said. The head of Russia's Samara region, governor Vyacheslav Fedorishchev, said that a child was among the injured. He also said that residential homes and apartment buildings were damaged in the strike, as well as an unspecified “industrial site.” Russian media outlets reported that the attack’s target was the region’s Syzran Oil Refinery, with many sharing images that appeared to show plumes of black smoke rising over the site. The refinery, which is owned by oil and gas giant Rosneft and sits some 800 kilometres (500 miles) east of the border, has been a repeated target for Kyiv's forces. Meanwhile the governor of Russia’s Rostov region, Yuri Slyusar, said that a tanker had been damaged in a drone attack in the Azov-Black Sea maritime canal. The tanker was empty and there is no threat of an oil spill, Slyusar said. Ukraine’s drone strikes on oil refineries and other infrastructure across Russia have triggered a widespread fuel crisis with gasoline shortages and rationing in multiple regions and motorists waiting for hours to fill their tanks.
